Mr. Frederick T. Guley Jr.June 16, 1932 - July 08, 2009
Frederick T. Guley Jr. 77, loving husband, father and grandfather joined the Lord on July 8, 2009. Helen Guley, his beautiful wife, predeceased him. He is survived by his daughter; Katherine Nickell, son-in-law Daniel and granddaughter Laura of Vienna, VA, his son David Guley of Gainesville, FL, two sisters-in-law; Roger (Genevieve) Berray, of Binghamton and Eleanor Johnson of Bell Brook, Ohio, nieces, nephews and a dear friend; Helen Palmer, of Maine, NY. Fred took pride in his accomplishments as Broome County’s first civil service Purchasing Agent (1985-97) and was the first to write and provide County Bid Contracts for use by the City of Binghamton, all villages, towns and school districts in Broome County. Provided New York State with specifications for statewide contracts. Wrote the first edition of the comprehensive Broome County Purchasing Process Manual that documented and updated all procurement of goods and services for the Purchasing Department, Board of Acquisition and Contract and the Broome County Legislature. Received many appreciation letters for conducting seminars, providing information and specifications locally, for New York State and for other states. He made it possible for all political sub-divisions to participate in the Broome County Auctions. Was a member of the New York State Association of Municipal Purchasing Officials and the Broome County Governmental Purchasing Council. He was the first to earn the “Certified Professional Public Buyer”. Awarded a “Certificate of Commendation For Exemplary Service and Dedication to the Public” by the Broome County Executive. Fred was a Korea War Veteran. He proudly wore the uniform of the United States Air Force and was awarded four medals. The President of the Republic of South Korea, on the 50th Anniversary of South Korea’s Freedom, awarded another medal. Received a “Certificate of Recognition for service during the period of the Cold War in promoting peace and stability for this Nation, the people of this Nation are forever grateful”. Member of the Binghamton American Legion Post #80 and the Willow Point Nursing Home Advisory Board. Earned an A.A.S. Degree from Broome Community College (with Honors) and a Bachelor of Arts Degree from SUNY Binghamton. Fred believed that the true measure of a man is: His faith to God, what his family thinks of him and his service to our nation and community. Funeral InformationA Funeral mass will be offered on Wednesday at 10 am at St. Thomas Aquinas Church, 1 Aquinas Street, Binghamton. Burial will be in Calvary Cemetery, Johnson City. The family will receive friends Tuesday 5 - 8 pm at the Chopyak-Scheider Funeral Home, 326 Prospect Street, Binghamton. Donations Information
